Racial preferences and quotas are pervasive throughout all of Missouri.  Here are just a few examples...

          Missouri towns, schools, colleges, and fire and police departments practice racial quotas and preferences every single day by law!

          Below are just a few examples of why the Missouri Civil Rights Initiative is necessary AND why it will pass overwhelmingly in November 2008.

Official Documents which REQUIRE Missouri to Discriminate on the Basis of Race:

Doc: Description:
(1) Missouri Department of Transportation quota program

Quotation:  "Socially and Economically Disadvantaged Individual means any individual ... in the following groups, members of which are rebuttably presumed to be socially and economically disadvantaged: (i) Black Americans, (ii) Hispanic Americans, (iii) Native Americans, (iv) "Asian-Pacific Americans, (v) Subcontinent Asian Americans, (vi) Women.

(2) Missouri Department of Transportation quota program

Quotation:  "The bidder certifies ... that if awarded the federal-aid contract, the contractor will make a good faith effort to utilize certified DBE firms to perform DBE work at or above the amount or percentage of the dollar value specified in the bidding documents."

(3) Missouri State University supplier diversity program

Quotation:   "Race-conscious measure or program is one that is focused specifically on assisting only DBEs, including women-owned DBEs.  ... Set-aside means a contracting practice restricting eligibility for the competitive award of a contract solely to DBE firms."

          "Socially and economically disadvantaged individual means ... Black Americans, ... Hispanic Americans, ... Native Americans, ... Asian-Pacific Americans, ...Subcontinent Asian Americans, ... Women."

(4) Kansas City quota program application

Quotation:  "ETHNICITY CODES (RACE & GENDER) The following ethnicity codes will be referred to throughout the application. Circle those that apply to disadvantaged owners.  Black American B; Asian American A; Hispanic American H; Woman W; American Indian I"

(5) St. Louis Fire Department racial quotas (letter from a firefighter)

Quotation:  "To this day, the city still hires into the fire dept. on a 'one for one' quota system, 50% white and 50% black, no matter how a candidate scored on the entrance exams.  For example, when I was hired, I was in the top 50 out of over 800 applicants.  In my fire academy class, all the white men had scored in the top 50 as well, while the African-American men had scored anywhere from 300 to 500 out of 800 people. Affirmative action or reverse discrimination?"
