This page shows the detailed hiring data for all of the past 7 classes (172 through 178)
covering 1997 thru Dec. 2003. The problem with
racial quotas is that sooner or later the numbers show how incredibly unfair and
discriminatory they are. Out of a total of 437 new hires since 1997, 43.2% (189)
have been racial minorities.
| Minority Hires Median = 248: The median class rank for all
minority hires during this period was 248. That means that 50% of hired minorities
had a class rank above 248 and 50% had a class rank below 248. The lowest ranking
minority hire was ranked 1,161. White Hires Median = 119.2: The median class rank for all
non-minority hires during this period was 119.2. That means that 50% had a class
rank above 119.2 and 50% had a class rank below 119.2. The lowest ranking white hire
was ranked 303. |

This clearly illustrates that over the past seven years Philadelphia has consistently had
to reach into the lowest class ranks to meet its racial quota.

The Individual Classes
Below is an analysis of each of the past seven Philadelphia firefighter recruit classes
(1997 thru Dec. 2003). The hiring data is broken down by class rank and by race for
each of the seven classes.
After repeatedly revising their entrance exam to make it easier to pass, and after years
of aggressive minority recruitment efforts, the Philadelphia Fire Department must still
reach way down into the lower scoring recruits in order to find enough minorities to meet
its racial quota. |
Class
172
70 total hires

Most of the 37 minority hires in this class had a class rank between 44
and 503. Almost all of the white hires had a higher class rank. Most of the 33 white hires in this class had a class rank between #1
and #42.
Whites with a class rank below #58 were not hired, but 29 (out of 37) minorities
with class ranks below #58 were hired! |
Class 173
41 total hires

Most of the 26 minority hires in this class had a class rank between
#94 and #781. Almost all of the white hires had a higher class rank. Most of the 15 white hires in this class had a class rank between
#23.5 and #90.
Whites with a class rank below #127 were not hired, but 23 minorities with class
ranks below #127 were hired! |
Class 174

Most of the 17 minority hires from this class had a class rank between
#232.5 and #1,161. Almost all of the white hires had a higher class rank. Most of the 29 white hires from this class had a class rank between
#14.5 and #183. Whites with a class rank below #204 were NOT hired at all, but 16
minorities with class ranks below #204 WERE hired! In fact, the lowest ranking
minority hired from this class had a class rank of 1,161. |

Most of the 14 minority hires in this class had a class rank between
#33 and #108. Almost all of the white hires had a higher class rank. Most of the 27 white hires in this class had a class rank between #4
and #32.
Whites with a class rank below #42 were not hired, but 11 minorities with class
ranks at or below #42 were hired! In fact, the lowest ranking minority hired
from this class had a class rank of #108. |

Most of the 19 minority hires in this class had a class rank between
#144 and #318. All but one of the white hires had a higher class rank. Most of the 54 white hires in this class had a class rank between #3
and #110. (1 minority was in this range.)
Whites with a class rank below #187 were not hired, but 8 minorities below #187 were
hired. The lowest ranking minority hired had a class rank of #318. |

#236 and #561. All of the white hires had a higher class rank. All of the 54 white hires in this class had a class rank between
