Once again this year the Social Security Administration (SSA) wins first place in this
category for over hiring women: SSA agency employed 28% more women than their
proportion in the civilian work force. |
Again this year, second place among the federal independent agencies goes to the National
Science Foundation (NSF) which employed 9% more women than the racial-gender quota for
this group.
This year, the Nuclear Regulatory Commission (NRC) came in dead last in the quota
competition for for "under hiring" women by -39% below their quota.

The five best independent agencies for the preferred group "Women of All Races"
turned out to be really good for blacks, and only so-so for the other preferred
groups.
Only three agencies overhired Women of All Races in FY 2006: Social Security
Administration by 28% over women's proportion in the civilian labor force, the National
Science Foundation (NSF) by 9%, and Court Services and Offender Services (CSOS) by 2%.

These five federal independent agencies missed their quota for hiring "Women of All
Races" by the largest percentages: NRC by -39%, NASA by -38%, NCUA by -34%,
FDIC by -32%, and BBG by -30%
Nonetheless, blacks were overhired in these same five agencies by huge margins ranging
from a low of +49% at NASA to a high of +138% at the BBG. |
