          According to OPM's FY 2006 report, only 2 of the 23 independent federal agencies exceeded their racial quotas for hiring Native Americans. Next:

          Once again this year, the Smithsonian Institution wins first place by over hiring Native Americans by 80%.

          Coming in dead last among Federal independent agencies in the quota competition for Native Americans was the Court Services and Offender Services (CSOS) which hired -100.0% fewer Native Americans than their racial quota.

         The five best independent agencies for the Native American group turn out to be really good for blacks, and only so-so for the other preferred groups.

          Only two agencies overhired Native Americans in FY 2006:  The Smithsonian Institution by 80%, and the Social Security Administration by 20%.  The remaining 16 agencies did not meet their quota.

          These five federal independent agencies missed their quota for hiring Native Americans by the largest percentages:   Court Services and Offender Services (CSOS) by -100%, the Broadcast Board of Governors (BBG) by -78%, AID by -78%, NSF by -75%, and GPO by -70%.

          Blacks were overhired in these same five agencies by huge margins ranging from a low of 138% at the BBG to an astonishing 808% at CSOS.

Tables		           According to OPM's data 7 of the 18 Federal executive departments hired more Native Americans than their racial quota.

          For at least the fourth year in a row, the U.S. Dept. of Health and Human Services overhired Native Americans by the largest amount: 1,527%!  (Last year, HHS overhired this group by 1,536%.)

          And again this year, the U.S. Dept. of Interior came in a strong second place by overhiring Native Americans by 1,000%!

          Here is the rank order of the five best federal executive departments for overhiring Native Americans:  HHS 1,527%, Interior 1,000%, Agriculture 109%, Energy 60%, and Transportation 40%.

Here are the same five departments showing only Native Americans.

          Of all the federal executive departments, the State Department missed its quota for hiring Native Americans by the largest margin at -70%.  The remaining for worst departments missed their quotas by the following amounts:  Commerce -45%, Navy -36%, Labor - 33%, and the Department of Homeland Security (DHS) by -27%.
