          According to OPM's FY 2006 report, 10 of the 23 independent federal agencies exceeded their racial quotas for hiring Asian/Pacific Islanders. Next:

          For at least the fourth year running, the first place prize for overhiring Asian/Pacific Islanders goes to the Broadcast Board of Governors (BBG, formerly USIA) which hired 198% more Asian/Pacific Islanders than BBG's racial quota for this group.

          Coming in dead last among Federal independent agencies in the quota competition for Asian/Pacific Islanders was the Court Services and Offender Services (CSOS) which hired -68.0% fewer Asian/Pacific Islanders than their racial quota.

This graphic shows the same five independent agencies for Asian Pacific Islanders without all the other preferred races.

         The five best independent agencies for the Asian Pacific group turn out to be among the worst for the other preferred groups.  (The exception is blacks who are hired in far higher proportions in almost all federal agencies.)

          The Broadcast Board of Governors (BBG) overhired Asian-Pacific Islanders by 198%.  The percentage of Asian-Pacific overhiring for the remaining four "best" agencies were: SEC at 77%, NRC at 60%, the Pension Benefit Guaranty Corporation (PBGC) at 43%, and the GSA at 13%.

          These five federal independent agencies missed their quota for hiring Asian-Pacific Islanders by the largest percentages:   Court Services and Offender Services (CSOS) by -68%, the Railroad Retirement Board (RRB) by -61%, GPO by -54%, the National Archives and Records Administration (NARA) by -50%, and OPM by -43%.

          Blacks were overhired in these same five agencies by huge margins ranging from 144% to an astonishing 808%.

          For the second year in a row, the U.S. Navy was first place winner in the Asian over hiring competition with 133% more Asian Pacific Islanders than exist in the U.S. civilian labor force.

          And again this year, the U.S. Dept. of Commerce came in a strong second place with 78.7% more Asian/Pacific Islanders than their proportion in the civilian work force.

          As last year, the U.S. Dept. of the Interior wins last place for under hiring this racial group below their quota by - 48.8% below the Asians' actual numbers in the U.S. civilian labor force.

          The Dept. of the Navy overhired Asian-Pacific Islanders by 133% above their quota, Commerce by 96%, Health and Human Services by 57%, the VA by 38%, and Defense by 29%.

          Curiously, the five "best" federal executive departments for over hiring Asian Pacific Islanders also failed to meet their quota for hiring Hispanics.

          Of all the federal executive department, Interior missed its quota for hiring Asian-Pacific Islanders by the largest margin:  -49%.  The remaining four "worst" departments were: Agriculture at -41%, Justice at -33%, Transportation at -21%, and the Air Force at -18%.
