2.1 - Independent Federal Agencies:

          According to OPM's FY 2006 report, 5 of 23 independent federal agencies exceeded their racial quotas for hiring Hispanics by dozens of percent. Next:

          Again this year the First Place prize in the federal quota competition for hiring Hispanics goes to the Equal Employment Opportunity Commission (EEOC) which overhired Hispanics by 100% above their representation in the Civilian Labor Force.

         The National Archives and Record Administration (NARA) came in dead last by underhiring Hispanics to the tune of 81.8% below their racial quota.

          The five best independent agencies for overhing Hispanics in FY 2006 were EEOC (100%), SBA (42.7%), the Social Security Administration (SSA) at 40.7%, the National Labor Relations Board (NLRB) at 25.8%, and the Broadcast Board of Governors (BBG) at 19.7% over their racial quota for Hispanics.

          The five "worst" agencies for Hispanic quota hires performed very poorly indeed.   The National Archives and Record Administration underhired Hispanics by -81.8% below their availability in the civilian work force.  The U.S. Government Printing Office (GPO) failed to hire a proportionate number of Hispanics by -80.9%.  National Science Foundation (NSF) missed their quota by -58.3%, Pension Benefit Guaranty Corporation (PBGC) missed by -54%, and the Smithsonian Institution underhired Hispanics by 53%.

Tables		           OPM's FY 2006 report reveals that only 3 of the 18 federal executive departments met or exceeded their quota for Hispanics.  The Dept. of Homeland Security (DHS) won first place by exceeding their quota by 99%.

          Health and Human Services (HHS) came in dead last by missing their quota by -62%.

          The five "best" federal executive departments for Hispanic quota hires did not perform very impressively.  DHS exceeded their target by 99%, HUD by 12%, and Labor by only 3%.  The Dept. of Justice missed their quota by -9% while the Dept. of Energy missed their quota by -11%.

          All of the bottom five "worst" independent agencies for Hispanics missed their racial target completely.  HHS missed its goal by -62%, Navy by -61%, Commerce by -57%, Interior by -52%, and Defense by -45%.
