amount by which blacks have been over hired beyond their "quota" compared to
every other preferred race/gender group. This phenomenon

WOMEN: Top Ten
Federal Gender Quota Employers
Again this year, one of the most
perplexing things -- perhaps even a deliberately confounding thing -- about the OPM's
racial / gender hiring data is the tabulation of "women".
The category "women", as defined by OPM in its report, includes all
women regardless of race or ethnicity. Therefore this category includes white women
as well as "preferred minority" women. Thus, comparing OPM's
"women" category to the other preferred groups is difficult and misleading since
the other preferred racial groups (Asian Pacific, Hispanic, Native American, and black)
include both males and females of their racial group in the tabulations.

The five best independent agencies for Women are among the worst agencies for Native Americans.
The over hiring of Blacks is so enormous that inclusion of blacks in this
