The five best independent agencies for blacks are among the worst
agencies for the Hispanic, Asian Pacific, Native American and Women's groups.
CSOS hired 800+% more blacks than their quota. The EEOC over hired blacks by over
400%. The Pension Benefit Guaranty Corporation overhired blacks by 300+% over their
quota, as did the Smithsonian Institution. |

Similarly, the five best executive departments for blacks are
among the worst for all other preferred groups. Education and HUD
over hired blacks by over 325% above their quota; Labor over hired blacks by about 175%;
and Treasury and the VA over hired blacks by almost 150%. |
In the charts for
the other preferred groups, below, we have not included blacks for the simple reason that
blacks have been overhired by such a huge margin by all agencies their inclusion in the
charts below would obscure the differences between the other four preferred groups.

The five best independent agencies for Hispanics were among the
worst for the other groups.
The notable exception is that Asian Pacific Islanders were over hired at the Broadcast
Board of Governors at a much higher rate than Hispanics. |

The differences among the groups are a little less stark in the graph of the five best executive
departments for Hispanics. Perhaps the most
interesting feature of this graph is the extent of the "under hiring" of the
other three groups at the "best" departments for Hispanics. |

This is one of the more striking comparisons of the feds' racial hiring data.
One is inclined to ask what it is about these five agencies (BBG, SEC, NRC, PBGC and NASA)
that so strongly favors over hiring Asian Pacific Islanders over women and Hispanics. |

While women were over hired by HHS to a slightly greater extent than Asian Pacific
Islanders in the executive departments, the Asians' seemed to be
vastly preferred by the Navy, Dept. of Commerce, Dept. of Defense and the Veteran's
Administration. |
NATIVE AMERICANS: Top Ten

Perhaps the most striking feature of the five best independent agencies
for Native Americans is the comparative depth of the under hiring of the other
three groups (women, Asian-Pacific, and Hispanic) at the same five agencies (with the
exception of the Social Security Administration). Native Americans
only outshone all three other preferred groups at the Smithsonian Institution.
(Blacks, who are not included in this
chart, were overhired by the Smithsonian by 337%.) |

Native Americans did extremely well in terms of over hiring at the following executive
departments: Health and Human Services (HHS) at 1,527% over their
proportion in the general population, and at the Dept. of the Interior at 1,000% over
their proportion in the general population. In terms of their
proportion in the general population, no other preferred group did as well in these five
executive departments. Even blacks (not shown) were only over hired at rates of 83%
(HHS) to 20% (Transportation). |
WOMEN: Top Ten Federal Gender
Quota Employers
One of the most perplexing things -- perhaps even a deliberately confounding thing --
about the OPM's racial / gender hiring data is the tabulation of "women".
The category "women", as defined by OPM, includes all women regardless
of race or ethnicity. Therefore this category includes white women as well as
"preferred minority" women. Thus, comparing OPM's "women"
category to the other preferred groups is difficult and misleading since the other
preferred racial groups (Asian Pacific, Hispanic, Native American, and black) also include
both males and females of their racial group in the tabulations. |

The five best independent agencies for over hiring women (both
minority and white) don't present a very dramatic picture, in part because women are also
included in all the other preferred minority groups. |

As a category, women (minority and white) in the executive departments
really didn't do too much better or worse than Asian Pacific Islanders (male and female).
However, it is interesting to note the depth of the "under hiring" of Hispanics
at these five departments vs. women. |
