Women Over Hired in 2 of 22 Independent Agencies

          In FY 2004, women were overhired by 2 of the 22 independent federal agencies in terms of women's proportion in the civilian labor force. Down:

          Once again this year the Social Security Administration (SSA) wins first place in this category for over hiring women:  SSA agency employed 26.6% more women than their proportion in the civilian work force.

          Again this year, second place among the federal independent agencies goes to the National Science Foundation (NSF) which employed 9% more women than the racial-gender quota for this group.

          This year, NASA is dead last in the quota competition for for "under hiring" women by -39.7% below their quota.

 

          The five best agencies for women as a group (minority and non-minority women) were the Social Security Administration, the National Science Foundation, the Office of Personnel Management, GSA, and Court Services and Offender Services.

          While the over hiring of women by these five agencies does not present particularly startling numbers, what is truly notable is the rate of "under hiring" (hiring below quota) of Asians and Hispanics at these same five agencies.

          Why are Asian Pacific Islanders and Hispanics so significantly hired below their quotas at the same five agencies that favor women?

          In FY 2004, 4 of the 18 federal executive departments exceeded their quotas for hiring minority and non-minority women.

          The U.S. Department of Health and Human Services (HHS) and the U.S. Department of the Treasury are in a virtual tie for first place in terms of over hiring women.   Both departments exceeded their quota for hiring women by 24%.

          This year the U.S. Department of Transportation came in dead last by "under hiring" minority and non-minority women by almost 44% below their quota.

Five Best Executive Departments for Women           The five best executive departments for minority and non-minority women this year were Health and Human Services (HHS), Treasury, the Veterans Administration (VA), Defense, and Housing and Urban Development (HUD).

          It is significant to note that the "best" departments for women were, for the most part, even better for Asian Pacific Islanders (which category includes male and female members of this preferred group).

          Curiously, male and female Hispanics were, for the most part, seriously "under hired" by the same five agencies which most favor women of all races.
