All New 2005 OPM Report!

Native Americans were Over Hired by 2 of 22 Independent Agencies

          2 of the 22 independent federal agencies exceeded their racial quotas for Native Americans by 60% and 20%, respectively. Down:

          These agencies are the Smithsonian Institution and the Social Security Administration, the same two agencies which achieved First Place and Second Place in the federal competition to over hire Native Americans.

          Tied for last place this year are the CSOS (Court Services and Offender Services) and the PBGC (Pension Benefit Guaranty Corporation).  Both agencies hired 88.9% fewer Native Americans than their racial quota.

 

          The five "best" agencies for over hiring Native Americans did not do that well compared to those agencies' quota hiring performance for Women, Asian Pacific Islanders, and Hispanics. 

          The Smithsonian Institution deserves special mention here. 

          While the Smithsonian over hired Native Americans by 60% over their quota, the Smithsonian also "under hired" women of all races (at 9% below their quota).  The Smithsonian also "under hired" Asian Pacific Islanders by 45% below their quota.  Lastly, the Smithsonian also "under hired" Hispanics (of both genders) by 57% below their quota.

          What is it about the Smithsonian Institution that so strongly favors hiring Native Americans over Women, Asian Pacific Islanders, and Hispanics?

          7 of 18 federal executive departments exceeded their quota for hiring Native Americans.

          The U.S. Department of Health and Human Services continues to hold first place this year by exceeding their racial quota for Native Americans by an astounding 1,527%!!!   (Note: Last year, before the feds adjusted the racial figures, HHS over hired Native Americans by 3,240%)

          Honorable mention must go again this year to the U.S. Department of Interior who over hired Native Americans by 1,000% over their racial quota.  (Note:  last year, before the feds adjusted the racial figures, Interior over hired Native Americans by 2,280% over their proportion in the civilian labor force.)

          Once again, this year the U.S. Department of State achieved the distinction of "under hiring" Native Americans below their racial quota by 60%!

Five Best Executive Departments for Native Americans           The five best federal executive departments for exceeding their racial quota for Native Americans were Health and Human Services (HHS), Interior, Agriculture, Energy, and Transportation.

          Notice how the other preferred racial / gender groups were mostly "under hired" at the same federal departments that over hired Native Americans.

          What is it about HHS, Interior, Agriculture, Engergy, and Transportation that makes them over hire Native Americans while "under hiring" women, Asian Pacific Islanders, and Hispanics?
