Asian Pacific Islanders are overrepresented in 7 of 22 Independent Agencies.

          According to OPM's FY 2004 report, 7 of the 22 independent federal agencies exceeded their racial quotas for hiring Asian/Pacific Islanders by up to 177%. Down:

          For at least the third year running, the first place prize for overhiring Asian/Pacific Islanders goes to the Broadcast Board of Governors (BBG, formerly USIA) which hired 170% more Asian/Pacific Islanders than BBG's racial quota for this group.

          Coming in dead last among Federal independent agencies in the quota competition for Asian/Pacific Islanders was the Court Services and Offender Services (CSOS) which hired 69.6% fewer Asian/Pacific Islanders than their racial quota.

          The five best independent agencies for the Asian Pacific group turn out to be among the worst for the other preferred groups (with the exception of blacks, who are not shown here).

          Women failed to meet their quota in all five of the agencies in which the Asian group was over hired.  Hispanics failed to meet their quota in all but one of the best agencies for the Asian group.

          According to OPM's data 14 of the 18 Federal executive departments overhired Asian/Pacific Islanders.

          For the second year in a row, the U.S. Navy was first place winner in the executive department competition with 236.7% more Asian Pacific Islanders than their quota for this group.

          And again this year, the U.S. Dept. of Commerce came in a strong second place with 155.2% more Asian/Pacific Islanders than their proportion in the civilian work force.

          As last year, the U.S. Dept. of the Interior wins last place for underhiring this racial group by 31% below their quota.

Five "Best" Executive Departments for Asian Pacific Islanders           All five executive departments which over hired Asian Pacific Islanders by the greatest margin also failed to meet their quota for Hispanics.

          The only one of the five best departments for Asian Pacific Islanders in which women exceed their quota by a larger margin was the department of Health and Human Services.
