11 of 21 independent agencies overhired women

          In FY 2003, women were overhired by 11 of the 21 independent federal agencies in terms of women's proportion in the civilian labor force. Down:

          This year the Social Security Administration (SSA) again wins first place in this category for overhiring women:  the agency employed 41.4% more women than their proportion in the civilian work force.

          Again this year, second place among the federal independent agencies goes to the National Science Foundation (NSF) which employed 28.9% more women than their racial-gender quota for this group.

          This year, the Broadcast Board of Governors (BBG, formerly USIA) is dead last in the quota competition for failing to meet its racial-gender quota for hiring women by 29.5%.

          In FY 2003, 7 of the 18 federal executive departments exceeded their quotas for hiring women.

          Once again, the first place winner is the U.S. Department of Health and Human Services which managed to overhire women by an impressive 37.6% over women's proportion in the civilian labor force.

          This year, a distant second place in this category is again awarded to the U.S. Department of the Treasury which managed to overhire women at the rate of 33.5% more than their proportion in the civilian labor force.

          The U.S. Air Force once again comes in dead last in this category by managing to miss their quota for women by 26.4%.
