Hispanics overhired at 8 of 21 independent agencies

          According to OPM's FY 2003 report, 8 of the 21 independent federal agencies exceeded their racial quotas for hiring Hispanics by dozens or even hundreds of percent! Down:

          Again this year, the First Place prize among Federal independent agencies in the Federal quota competition for hiring Hispanics goes to the U.S. Equal Employment Opportunity Commission (EEOC) which hired 174.5% more Hispanics than EEOC's racial quota for Hispanics.

          Coming in dead last among Federal independent agencies in the Federal quota competition for Hispanics was the National Archives and Records Administration (NARA) which hired 68.6% fewer Hispanics than their racial quota.

          OPM's FY 2003 report reveals that among the 18 federal executive departments, the newly formed U.S. Department of Homeland Security (DHS) was the clear winner in the Federal competition to hire as many Hispanics as possible.

          According to the OPM data, in FY 2003 the U.S. DHS hired 286.4% more Hispanics than their proportion in the civilian labor force.

          For the second year in a row, the U.S. Department of Health and Human Services (HHS) finished in a miserable last place for quotas:  HHS underhired Hispanics by 39.7% vs. Hispanics proportion in the civilian labor force.  The Dept. of Commerce came in a close second-to-last at -39.1% of their quota for Hispanics.

          All told, Hispanics fared OK in the quota competition among the 18 Federal executive departments:  10 departments overhired Hispanics by 1.7% (DOT) to 286.4% (Homeland Security).
