Blacks overhired in all 21 independent agencies

          According to OPM's FY 2003 report, all 21 independent federal agencies exceeded their racial quotas for hiring blacks by dozens or even hundreds of percent in FY 2003! Down:

          Once again this year, the First Place prize in the federal quota competition goes to Court Services and Offender Services (CSOS) for employing 1,050% more blacks than their affirmative action "target".

          Once again this year, NASA came in dead last by exceeding its quota by a mere 77.8%

          Each of the remaining 19 independent agencies exceeded their racial quotas in FY 2003 by a minimum of 87.5% (the NRC) to 622.6% (the EEOC).

          OPM's FY 2003 report reveals that among the 18 federal executive departments, only the Department of the Interior failed to achieve its racial hiring goal for blacks at -24%.

          All other 17 departments exceeded their quotas for blacks by 36.7% (Air Force) to an impressive 461.8% (Dept. of Education).
