Asian/Pacific Islanders Overhired in 15 Independent Agencies
% Overhiring of Asian/Pacific Islanders in Independent Federal Agencies (based on OPM's 2003 report)

          According to OPM's 2003 report, 15 of the 23 independent federal agencies exceeded their racial quotas for hiring Asian/Pacific Islanders by dozens or even hundreds of percent. Down:

          The first place prize for overhiring Asian/Pacific Islanders goes to the Broadcast Board of Governors (BBG, formerly USIA) which hired 328.6% more Asian/Pacific Islanders than BBG's racial quota for this group.

          Coming in dead last among Federal independent agencies in the quota competition for Asian/Pacific Islanders was the Court Services and Offender Services (CSOS) which hired 42.9% fewer Asian/Pacific Islanders than their racial quota.

         In all, 15 of the 23 Federal independent agencies managed to overhire Asian/Pacific Islanders relative to their proportion in the civilian labor force.

          According to OPM's data 14 of the 17 Federal executive departments overhired Asian/Pacific Islanders.

          The U.S. Navy was first place winner in the executive department competition with 223.3% more Asian Pacific Islanders than their quota for this group.

          The U.S. Dept. of Commerce came in a distant second with 124% more Asian/Pacific Islanders than their proportion in the civilian work force.

          Last place goes to the U.S. Dept. of the Interior which fell short of its quota for this group by 34.5%.
