Hispanics Overhired in 6 of 23 Independent Agencies

          According to OPM's 2003 report, 6 of the 23 independent federal agencies exceeded their racial quotas for hiring Hispanics by dozens or even hundreds of percent! Down:

          The First Place prize among Federal independent agencies in the Federal quota competition for hiring Hispanics goes to the U.S. Equal Employment Opportunity Commission (EEOC) which hired 168% more Hispanics than EEOC's racial quota for Hispanics.

          Coming in dead last among Federal independent agencies in the Federal quota competition for Hispanics was the National Science Foundation (NSF) which hired 59.6% fewer Hispanics than their racial quota.

         Only 6 of the 23 Federal independent agencies managed to overhire Hispanics relative to their proportion in the civilian labor force.

          OPM's 2003 report reveals that among the 17 federal executive departments, the U.S. Department of Justice (DOJ) was the clear winner in the Federal competition to hire as many Hispanics as possible.

          According to the OPM data, in FY 2001 the U.S. DOJ hired 123% more Hispanics than their proportion in the civilian labor force.

          The U.S. Department of Health and Human Services (Tommy Thompson's department) finished in a miserable last place for quotas:  HHS underhired Hispanics by 44% vs. Hispanics proportion in the civilian labor force.

          All told, Hispanics fared OK in the quota competition among the 17 Federal executive departments:  7 departments overhired Hispanics by 7% to 123% over their racial quota.
