          According to OPM's 2003 report, all 23 independent federal agencies exceeded their racial quotas for hiring blacks by dozens or even hundreds of percent! Down:

          The First Place prize in the federal quota competition goes to Court Services and Offender Services (CSOS) for employing 1,025.4% more blacks than their affirmative action "target".

          NASA came in dead last by exceeding its quota by a mere 68.8%

          Each of the remaining 21 independent agencies exceeded their racial quotas by a minimum of 100%!

          OPM's 2003 report reveals that among the 17 federal executive departments, only the Department of the Interior failed to achieve its racial hiring goal for blacks.

          All other 16 departments exceeded their quotas by 30% (Air Force) to an impressive 473% (Dept. of Education).
