Underhiring Whites and Overhiring Minorities
The United States Office of Personnel Management (OPM) is the federal government's
personnel department. In April 2002 OPM released their annual report to Congress "Federal
Equal Opportunity Recruitment Program" which reports federal minority hiring
statistics for the period October 1, 1999 to September 30, 2000.

The report purports to illustrate the government's commitment to hiring what they define
as "historically disadvantaged minorities". In
reality, the report clearly shows that the government has hired a far higher percentage of
minorities relative to their actual numbers in the civilian work force.
A few selected highlights of the OPM report convey the extent to which whites and
especially white males have been barred from equal treatment by Uncle Sam: |

- OPM boasts that this report "...shows that
the Federal Government continues to be a leader in employing minorities. Despite
an overall decline in the Federal workforce, the representation of minorities increased..."
- The OPM report shows that on average
the entire federal goverment OVER hired blacks at a rate of 57.1% more than their
proportion in what OPM calls the Relevant Civilian Work Force.
- At the EEOC, blacks represent 46.4% of the
workforce vs. 6.4% in the Relevant Civilian Work Force. This is 625.0% higher
than the agency's racial quota (affirmative action target) of 6.4% for blacks.
- At the General Services Administration, blacks
account for 28.3% of the agency workforce vs. 7.2% in the Relevant Civilian Work Force.
This is 293.0% higher than the agency's racial quota
(affirmative action target) of 7.2% for blacks.
- Not surprisingly, OPM itself -- which prepared
this report -- has a workforce comprised of 29.0% blacks vs. their level in the Relevant
Civilian Work Force of 7.5%. This is 286.7% higher than the
agency's racial quota (affirmative action target) of 7.5% for blacks.
- Federal downsizing continues to result in a
disparate impact on white males in federal employment: The OPM report prominently
boasts that the proportion of federal minority employees actually continued to increase
during recent downsizing actions which means that the proportion of white males continued
to decrease. This has long been a point of contention among employees of
such agencies such as GAO which has aggressively pursued a course of "forced
retirement" among older white male employees which results in correspondingly higher
ratios of minority employees.
