This is to acknowledge receipt of the FY 2003 Disadvantaged Business Enterprise program overall goal submission made by the (insert State name) Department of Transportation on (insert date of submission).  It is FHWA policy to make every effort to complete our review of the goal setting methodology used by the state to establish its FY 2003 goal and of the race-neutral and race-conscious division of the goal within 30 - 60 days of receipt of a well documented explanation by the State of its goal setting process. If there are problems with the submission, we will work with you to correct them.

As you know, (insert state name, department of transportation) is not required to obtain FHWA approval of its goal before using it for FY 2003. Thus, we expect you to implement the goal you have established until further notice from FHWA.
