| Civil Rights Enforcement is a phrase used almost exclusively by politicians and elected officials who support racial quotas and preferences. In context, "civil rights enforcement" means imposition of racial quotas or race-based 'hiring or admissions goals'. As commonly used, the phrase is based upon the legally dubious assumption that previously enacted legislation mandating the use racial-quotas and preferences is defensible. |
