Congress Remains Concerned That Federal Agencies Use Retirement Incentives To "Discriminate Against Senior Employees Who Might Want To Continue Working"

          In a July 26, 1999 letter to OPM, Joseph Scarborough, Chairman of the House Civil Service Subcommittee stated that "We remain concerned that buyouts might be used in ways that undermine veterans’ preference, that discriminate against senior employees who might want to continue working, (emphasis added) or that operate contrary to sound performance management practices." Of course, a very high percentage of the "senior employees" he refers to are white males.
